Scope of Support
Support is provided for the machinery/equipment, consumables, travel, and service procurement expenses required for research projects prepared by associate and undergraduate students. Congress/conference participation, publication and patent, accommodation, or daily (food and beverage) expenses cannot be included in the 2209 project support budget.
Support Amount and Payment Terms
Research projects are supported for a maximum of 12 months. Support recipients must complete their projects within one year of the announcement of the support decision on the TÜBİTAK website.
The maximum support amount is 9,000 TL.
The IBAN number to be entered in the online application must belong to the student who is the project coordinator.
There is no per diem or daily allowance paid to students and advisors.
Accommodation expenses cannot be included in the support scope.
Who Can Apply?
Application Conditions
The applicant must be studying at an associate or undergraduate degree*,
The project is carried out under the guidance of an academic advisor**
Not having participated in more than one application in the same period and/or in a 2209-A or 2209-B project that continued to receive support in previous periods,
The same project must not have received support from TÜBİTAK before.
Students can apply to the program individually or as a team. The project director and academic advisor are jointly and severally responsible to TÜBİTAK for all applications. A maximum of four project partners, in addition to the project director, can participate in a project.
An academic advisor can take part in a maximum of 5 projects during the same term.
The project title should be determined using clear and understandable scientific expressions that reflect the purpose and content of the research.
All documents submitted as part of the application, including the project title and proposal, must not feature any institution, organization, company, commercial product, or brand. Furthermore, no discriminatory, exclusionary, or offensive language must be used based on language, religion, race, sect, nationality, color, gender, political views, philosophical beliefs, national or social origin, birth, or economic status.
* Open Education and Preparatory Class students cannot take part in the project as a project manager or project partner.
** The academic advisor must have a current YÖK registration.

e-Application
Applications are submitted online by the project manager through the TÜBİTAK Management Information System (TYBS). The project manager must verify that the files uploaded to the electronic application system have been opened and are accurate. The system will be closed to applications at the end of business hours (5:30 PM) on the application deadline. Documents sent to BİDEB by email, postal mail, or fax, other than online applications, will not be evaluated and will be destroyed.
Individuals are required to guarantee that the information they enter into the system is accurate and that they will comply with program obligations. Educational information is displayed through online systems.
During the application process, academic advisor information is viewed through online systems. The advisor's information is first verified through YÖKSİS (Higher Education Information System) and then through TÜBİTAK ARBİS (Researcher Information System). Therefore, the academic advisor's information must be up-to-date in both systems.
Following the project director's final approval of the application through the system, the project application information and attachments are sent in a read-only format to the academic advisor's email address registered in the system for "advisor approval." At this stage, the academic advisor guarantees that the information entered by the project director is accurate, that they accept the advising service, that the scientific and technological field in which the project will be evaluated is appropriate, that departmental resources are sufficient, and that they will comply with the program's requirements.
If the academic advisor does not approve the project through the system (TÜBİTAK Management Information System) at this stage and returns it to the student, the student makes the necessary arrangements and re-submits the project to the academic advisor for approval.
If the academic advisor approves the project within the allotted timeframe, the application information will be sent to the project manager for signature by the institution's authorized representative at the university where the student is studying. The application will be considered valid after the institution's authorized representative's signature ( https://eimza.tubitak.gov.tr ) is received.
Monitoring these processes is the responsibility of the project manager and academic advisor.
To withdraw an application, a signed petition must be submitted electronically to BİDEB ( bideb2209a@tubitak.gov.tr ). Application withdrawals must be made within one month of the closing date of the call.
Evaluation Method
Applications are evaluated in two stages.
Preliminary Review
Application information and documents are reviewed during the preliminary review phase. Applications that do not meet any of the application requirements, have incomplete documents, are not in the required format, have not been verified by the application deadline, or have been submitted via fax or email are eliminated from the preliminary review without further scientific evaluation.
Applications submitted with research proposals that are not prepared according to the format specified by TÜBİTAK, that do not comply with the minimum character limits specified in the template, or that are not prepared in Turkish language will be eliminated during the preliminary examination.
Scientific Evaluation
Applications that pass the preliminary review are evaluated by advisory board members or panelists/external consultants who are experts in their fields, based on the following criteria:
Scientific quality of the research proposal (35%),
Method (25%),
Project management (20%),
The widespread impact of the research proposal (20%).
Assessment is based solely on the documents uploaded to the system. Therefore, each document must be uploaded to the system via the application forms, clearly and with the specified content.
The support base score may be determined differently for applications to be made in critical technology areas and priority R&D and Innovation topics included in the 12th Development Plan and the 2030 Industrial and Technology Strategy.
In selecting the projects to be supported, a balanced distribution across universities and branches of science can be taken into account.
Projects focusing on technological solutions that aim to achieve environmentally friendly, sustainable and climate-neutral societies can be financed within the scope of the “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy Project”, carried out in collaboration with TÜBİTAK and UNIDO, if the project leader is a woman or an international student.
The results are announced on the BİDEB Application and Monitoring System at https://ebideb.tubitak.gov.tr/giris.htm .
Monitoring, Conclusion and Obligations
Initiating Support
If it is determined during the scientific evaluation phase that the study requires ethics committee approval, the Ethics Committee Approval Certificate or Ethics Committee Exemption Certificate must be uploaded to the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr) within the timeframe notified by email. Otherwise, the project will not be implemented.
During the scientific evaluation phase, support decisions are made for projects that exceed the support base score. Following compliance with national science and technology strategies, ethical principles, and similarity checks, as well as completion of ethics committee approval/exemption documents if deemed necessary, the project is implemented and the project support is deposited into the project manager's bank account.
Monitoring and Conclusion
Expenditures incurred within the project must be documented with an invoice. Procurement of fixed assets must be registered in the university inventory upon completion of the project, and a registration certificate must be obtained. Invoices must be issued in the name of the project director or project partners. Receipts without names (except fuel receipts) are considered invalid expenditures and must be refunded. Undocumented or unused support amounts must be returned to the TÜBİTAK bank account specified on the program website. The project director and academic advisor are jointly and severally responsible for ensuring that expenditures comply with relevant legislation.
If a change of academic advisor is requested after the project is implemented, a request must be made through the BİDEB Application and Monitoring System, with written approval from both the active advisor and the new advisor confirming the appropriateness of the change. Requests are evaluated by the Board of Directors.
If a change in project partners is requested after the project is implemented, a request must be made through the BİDEB Application and Monitoring System, with written approval from the student who wishes to leave the project team and the new student joining the team confirming the change. Requests are evaluated by the Board of Directors. The number of project partners cannot be changed after the project is implemented.
If less than 3 months remain until the project completion date, requests for changes to project partners and/or academic advisors will not be accepted.
It is mandatory to report all outputs (articles, papers, books, book chapters, etc.) produced as a result of research conducted within the scope of the program to TÜBİTAK. Output information must be uploaded to the BİDEB Application and Monitoring System. It is mandatory to acknowledge TÜBİTAK support and use the TÜBİTAK logo in all announcements, publications, and scientific events conducted within the scope of the program (except for theses, articles, etc., where the logo cannot be used due to applicable legislation). The TÜBİTAK logo must be used in accordance with the format and standards found on the TÜBİTAK website. No statements may be made that give the impression that the project is being conducted on behalf of TÜBİTAK and/or in collaboration with TÜBİTAK.
The final report containing all scientific and technical developments of the project and the expenditure table in the BİDEB Application and Monitoring System during the project period;
It is uploaded to the BİDEB Application and Monitoring System by the project manager in accordance with the format prepared by TÜBİTAK.
Final approval is given after review by the academic advisor.
If a product that falls into the fixed asset group has been purchased, the inventory registration document obtained from the university, checked by the academic advisor, must be presented upon request by TÜBİTAK.
Invoices entered into the expenditure information screen and checked by the academic advisor must be submitted upon request by TÜBİTAK.
The result reports uploaded to the BİDEB Application and Monitoring System and the result report form produced by the system do not need to be sent to BİDEB by post or e-mail.
After the deadline for uploading the relevant period's final report, the final reports are evaluated collectively by BIDEB-designated reviewers. Any final reports deemed unsuitable by the reviewers are requested to be corrected within the allotted timeframe.
If the final report is not uploaded to the BİDEB Application and Monitoring System by the support end date, an additional period of up to six months may be requested with a justified petition. If the justification is deemed appropriate by the Board of Directors, an additional period may be granted for the completion of the report.
Projects for which final reports are not submitted to BİDEB within the project period, or for which revised reports are not accepted, will be terminated or canceled, depending on the nature of the defect. Uploading the final report to the BİDEB Application and Monitoring System within the project period is the responsibility of the project manager and academic advisor.
Liabilities
The project manager and the academic advisor are jointly responsible for the obligations to be fulfilled during the application, monitoring and finalization processes.
The project director (and any project partners) and academic advisor must comply with the provisions of the TÜBİTAK Research and Publication Ethics Board (AYEK) Regulation and other universal ethical rules during the conduct of the research. Any violation of the aforementioned rules may result in action being taken in accordance with the AYEK Regulation.
Notifications are made electronically by TÜBİTAK BİDEB. Therefore, it is important that the contact information provided in your ARBİS account during the application process is suitable for notification and that this information is always kept up to date.
The project manager is obligated to fully and completely comply with all principles, rules, and obligations set forth in the " Guide for the Responsible and Trustworthy Use of Generative Artificial Intelligence (GEN) in TÜBİTAK Support Processes " regarding the use of Generative Artificial Intelligence (GEN) tools during and after the preparation and presentation of the project proposal and all project-specific information. During this process, the project manager assumes responsibility for the complete and accurate presentation of all information provided and to be provided regarding the use of GEN.
The academic advisor is responsible for checking the accuracy, originality, timeliness and scientific reliability of all content, including texts, visuals, analyses, suggestions and similar content produced using the RAI tools in the project texts and their annexes, making necessary corrections and arrangements, and assuming final responsibility, and acting in accordance with all rules, principles and obligations in the "Guide for the Responsible and Reliable Use of Generative Artificial Intelligence (RUI) in TUBITAK Support Processes".
